Barbara Wimer, Administrative Services Manager II

 Barbara is a “home girl” who has been in the Cabinet Secretary’s Office since it was established in 1989. While she considers herself and this level of Government still in their growing stages, she is no stranger to state government. In October of 2013, she will celebrate thirty-nine years in state government.

Barbara sports two college degrees. Her first round of college allowed her to obtain an Associate Arts Degree in Commerce which started her on her way. Several years later and a desire to become an art therapist, she went back to college and obtained her Bachelor of Arts Degree graduating with honors. The biggest challenge she faces on a daily basis: trying to remember not to color on the important papers.

In her role as the Administrative Services Manager for the Secretary’s Office, she’s responsible for helping to develop budget needs/schedules, researching new procedures and improvements for the office/department, analyzing, interpreting and evaluating statutes, regulations and policies both on the state and federal levels, monitoring all human resource activities and tackling all “other things” the Secretary might throw through her door.

She is very active on the local and regional/national levels of the professional organization known as IPMA-HR (International Public Management Association for Human Resources) – the public equivalent of SHRM. She has been a member of IPMA-HR on both the local and national levels since 1997. Having served in various positions on both Boards, she was elected President of the West Virginia Chapter in 1999-2000 and President of the Eastern Region in 2005-2006.

In her coveted spare time, she reverts back to the artist world. By combining her love of quilting, needlework and color, she works at creating odd pieces of wearable art. Tucked into the strewn pieces of leftover cloth and fiber, you will find her devoted four-legged friend, Harley, patiently waiting to play.
